A little while ago I was looking into the inconveniences of using compact fluorescent lamp (CFL) bulbs due to the low level of mercury present in the bulbs. For instance, the EPA offers "easy" safe clean-up instructions for broken CFLs that are just over a page and a half long.

The governments of the US, Canada, the UK, Australia (and probably others) will be phasing out (banning) incandescent light bulbs in 2012, but they're trying to get everyone to switch over now. In some states, tossing CFLs is banned because of the mercury content, so you've got to find a hazardous waste disposal site to bring them to. The EPA instructions actually tell you to throw out broken light bulbs and mercury - so long as it's not illegal. (Because what matters to the EPA is legality, not mercury seeping into the ground water. Good thing they've put themselves in charge of all environmental issues.)

So the general story is that everyone is pretty confused about what you're supposed to do with these stupid light bulbs. Enter: the market.

Home Depot has started offering recycling services for CFLs to its customers, putting it heads and shoulders above any of this nonsense that the government provides.

If there's one thing that's going to save us from the nanny-state's attempts to destroy civilization, it's the endless resilience of the market. It seems that no matter what the government throws at it, it finds a way to make it more efficient - even years before a government policy officially comes into effect (which is, I'm guessing, when they'll start worrying about "helping" people recycle their bulbs.)
