Americans should be outraged by increasing inequality in our nation.  There are no social patterns more alarming than the growing gap between the "haves" and the "have-nots", and the ever increasing difficulty of moving from the latter group to the former.
What I’m speaking of here is not wealth equality, income equality, or any of the other tired, boring stratification issues that occupy our public discourse.  What I’m speaking of is sexual inequality, and I don’t mean a gap between males and females.  I’m talking about the gap between those who enjoy sex on a regular basis, and those trapped in a cycle of chronic sexual frustration.  Unless our government steps in to correct the unfair distribution of sexual activity, we can expect a growing number of social problems to plague our nation, including but not limited to: growing tension between those who get laid and those who do not, increased levels of prostitution, and an increase in sexual assault, as those deprived of sex, a basic human need, will be more prone to aquire it through illegal and often violent means.
According to research by prominent sociologists, the top 5% of the US population has sex more often than the bottom 65% combined.  Currently, an astonishing 1 of every 4 people in this country will not have a single sexual encounter in the next year, while a small percentage will have multiple encounters a day.  There is definately something wrong with this picture.
Sexual prowess is based on many factors, few of which are a result of any personal merit on the part of the individual in question.  Genes passed down from our parents may pre-dispose is to be physically alluring, unremarkably plain, or staggeringly grotesque.  The environment we grow up in may cause us to be hopelessly introverted or naturally outgoing and sociable.  Is it fair that factors such as these determine our access to the most basic human need after food and shelter?  Are the unattractive or socially awkward among us any less deserving of happiness and sexual satisfaction than the beautiful, charming individuals who consistently exploit our sexual resources?
The most alarming trend is the extent to which the gap between the over-sexed and the under-sexed is growing.  Since the 1950’s the gap between the most sexually active fifth and the least active fifth has increased by over 84% and this tragic deficit is increasing year by year.  Appallingly, 54% of the population will not experience sexual intercourse until they are 19 or 20 years old, up from 46% in 1996.  We can blame this on the Bush Administration and its policies towards encouraging teen abstinance: a policy obviously designed to keep the bulk of sexual encounters in the hands of the sexually advantaged few.
The pertinent question to be addressed is: what is the solution for this growing sexual inequality in the US?  It is evident that unless the government steps in to redistribute sexual activity, the most sexually active few will continue to have more and more sex while the rest of us have less and less.  Congress needs to act immediately to place limits on the number of times an individual can have sex in a given year and guarantee a fair number of encounters for the sexually disadvantaged among us. 
The best way to ensure sexual fairness and equality is for all sexual activity to be centrally planned and distributed evenly among the population.  We should guarantee that at a minimum, each and every citizen has the opportunity to have sex at least twice a week.  For the oppressors, those who currently have sex once or twice a day, this will admittedly be alot less, but why should these individuals be allowed to over-exploit our limited sexual resources while so many go without.  For the average person and the vast majority of the population, these measures will result in a dramatic increase in sexual fulfillment and will boost the confidence and happiness of the masses.
