Cuba debate

Hey guys,
Wanted some help in refuting some stats. (or, not refuting, and confirming if they are in fact true)
That Cuba has an immensly high literacy rate 96%. Much higher than the 40 some during the batista regime.
That Cuba has an incredibly low infant mortality rate (lower than the U.S.)
These are just a couple of stats that Ive checked that seem to ring true from multiple sources. So, how are they pulling it off, or is the wool being pulled? I always like to strengthen an argument, so thanks.
